《全民基本收入：理念與實踐（思想34）》的專題是「全民基本收入：理念與實踐」。 「全民基本所得」是一個古老的烏托邦理想，乍見之下有些聳動，但它不僅沒有像其他的烏托邦一樣歸於破滅消散，近年來反而益發顯露生機。在當代，思考、鼓吹全民基本所得最力的代表性人物當推范‧帕雷斯（Philippe Van Parijs）教授。他應雷震民主人權基金的邀請，在2017年年底來台擔任雷震紀念講座，將發表數次演講；他的新著《基本所得》，也同時由衛城出版社推出中譯本。 在雷震基金的諮詢委員黃文雄先生的鼎力相助之下，《思想》邀集四位學者撰稿，加上范‧帕雷斯的一篇綜論，組成本期的專輯。「全民基本所得」涉及的爭議很多；它需要滿足道德上的正當性質疑，需要在實際上證明踏實可行，也需要獲得社會公意的認可。專輯裡的幾篇文章，對這幾個問題展開了初步的探討，值得我們的讀者參酌、思考。 本期還有白永瑞教授的訪談，以及其他多篇值得閱讀的文章佳作。
